The Angela Effect
This chart was created to address a flaw in the simulation.
It was discovered that when a
Confidential State Paper
was signed by one country and given to another to do likewise, sometimes the latter failed to do so. However, the first party assumed that the treaty had been
ratified
and given to the teacher to be made official. Needless to say, this can be a problem
at the end when the friends and foes
need to be sorted out.
Therefore, two things should occur to prevent this from happening.
The Secretary of States of each respective country are to fill out the Agreement Chart, which is to be turned in upon conclusion of the simulation.
An Ambassador from each country should be present when giving a Confidential State Paper to the teacher for recognition.
